She has worked on innovative policies for children and adolescents, focusing on preventing early school leaving, educational poverty, and child labor in vulnerable areas. She has been a member of the Cedefop Board of Management and the EC Advisory Committee on Vocational Training, and served as Italy’s Community expert on Apprenticeship for Cedefop.

Richard Parkes

Dr. Richard Parkes is a VET and lifelong learning expert with over 30 years of experience, having led 300+ EU-funded learning programs since the 1990s. HI is the director and founder of Rinova, and he holds a PhD in Social Sciences (Entrepreneurship), a Master’s in Research and Evaluation, and a joint honours degree in Education and Music. He is highly experienced in Quality Assurance in VET, being a qualified verifier and assessor for Vocational Qualifications. He has worked on several QA in VET projects at EU level involving EQAVET including QSE-VET (KA3), Quality Culture, Sectoral EQAVET, EQAVET in Practice , also NCQA quality assurance through provider collaboration – and most recently in NEARVET and Microcredentials in VET (both Forward Looking projects). He has occasionally acted as an appointed Expert in the past with the EACEA since 2003

David Garcia 

Rinova – Senior Learning Technologies Developer

David Garcia is the Senior Learning Technologies Developer at Rinova, with experience in European projects since the mid-2000s. A former apprenticeship trainer in London, he is a qualified NVQ assessor and has participated in VET quality inspections, and he has been involved in transnational mobilities. He has worked on several Erasmus+ projects focused on social innovation and creative learning technologies. Holding a BA and an EQF Level 7 qualification as a Creative Learning Expert, he is responsible for the technical implementation of the EQAVET4Inclusion project. As Rinova’s resident technologist, David is based at the office at the National Hub of Digital Content (Polo Digital) in Malaga, working with the city authorities on the evolution of the new Metaverse wing, from where he is contributing to the development of new initiatives focused on blockchain and microcredentials, AI. AR/VR and digital gamification.

Secretary General of CECE
Master’s degree in Physics from UCM, Madrid and MBA from EAE Business School. For 27 years he worked at Tajamar Institute in Madrid, first as VET teacher in Electronics and ICT, and from 1999 to 2015 also as Principal of the VET College inside the Institute. During those years he participated in several European projects related to innovation and guidance in VET, as well as in several European Conferences. In September 2015 he was appointed as General Secretary of CECE (Spanish Confederation of Education Centres). He collaborates actively with the regional and national Spanish educational authorities in several working groups for the updating and improvement of VET, including the dual VET Alliance, which is fostering the implementation of this system in Spain. From September 2016 to August 2018, he was President of EfVET. He is currently member of several CEDEFOP´s Advisory Groups and the EEA Strategic Framework Group on VET and the Green Transition, established by the European Commission.

He has graduated in educational sciences at University of Florence, where he has worked for 3 years, after attending a post-graduate course in Human Resources Management, at Middlesex University in London.
From 1995 till 2016 he has directed CSCS, a vocational training centre implementing IVET, apprenticeships, CVET, vocational guidance, entrepreneurial support.
Stefano has lead several research and pilot projects, with a local, regional, national or international dimension. He has been responsible for establishing, nurturing and further expanding partnerships involving a wide range of stakeholders: local VET providers, SMEs and multinational businesses, public authorities, research centres, chambers of commerce, social partners.
Stefano supports corporate and educational providers to manage learning processes in digital environments.

Ali Rashidi

Ali Rashidi is the head of the department for international cooperation at Folkuniversitetet. Mr Rashidi is graduated from the Department of Government at Uppsala University and has a master’s in project management. Since 1995 he has been coordinating and managing more than 72 European projects in the field of vocational education focused on various aspects such as curriculum design, monitoring of programs and courses, rising attractiveness of VET among disadvantaged groups and unemployed individuals and promoting inclusion of newly arrived immigrants through vocational education and training. He has been conducting this work within European Union and also outside in countries such as Ukraine, Sudan and Sri Lanka. Since 2009, Mr Rashidi has been initiating and coordinating 7 EU projects regarding quality in VET based on EQAVET. The result was approved by the EQAVET secretariat as EQAVET provider model. From 2019 until the present, he has been focused on developing guidelines for indicator 5 and 6 which are used to produce evidence if the relevance of VET programs to occupational qualification requirement.
